He's called the last dictator not because he would be the last dictator ever in our region ever, but because he's the last of a line of dictators in the style found in Soviet satellite states of the 20th century, and he's one of the only ones to continue some Soviet policies in the post-Soviet world. Lukashenko was elected was elected in the very first (and last) free election the newly formed republic of Belarus had when the Soviet Union was dissolved, which is why I think he's often views as a continuation of that era rather than a newly-risen authoritarian figure.
