When suing police for use of force and illegal arrest etc, the victims should insist on the officers involved facing criminal investigation for the relevant offences as part of the law suite. The officers are still entitled to due process BUT just because they "did not breach policy guidelines" has nothing to do with the possibility that they broke criminal statutes.
Remember policies and "firing a person" do not negate state and federal laws or indemnify anyone else from possible criminal charges

This was excessive force by the letter of the law. To judge whether force used by cops is excessive the courts use the Graham Factors. First, was the force used appropriate for the crime the person is accused of. Taken to the ground and tased isn’t congruent with a parking violation but may be for a murder suspect. Second, was the suspect posing a threat of bodily harm to police or citizens. Obviously he didn’t pose a threat. 3rd and last, Did the suspect try to avoid arrest by flight either running away or driving away. No he didn’t try and run. So the police didn’t meet the Graham Factors for force therefore it was excessive force of a criminal nature.
But then, you say it’s not the criminals fault for using a gun it’s the systems fault, it’s because of white supremacy. That’s nothing more than a gaslighting load of woke trash. Blame anyone but the person who committed the crime. It’s you that needs a reality check.
The money they give will not bring those people back.
