I’m also wondering this. Unless it’s just a light show, I would guess some kind of communication or defense device based on the colors and patterns, but I am no expert. Could just be laser pointers for all I know! lol
I was wondering too. Looked up traffic lights in Jerusalem and it said the green light beams start to blink three times and then flicker faster to tell drivers to slow down to prepare to stop. I could be wrong though but that's what it said.
