City able to drag out the investigation for years with their massive legal team and continue winning titles, while Everton and forest immediately punished. If the case is so big and complicated, they need to try it in phases. UEFA and prem need to find the clearest, most open-and-shut charges - probably the off-the-book/offshore account payments - and get SOME punishment now.
