Is the territory of the capital New Delhi a part of India? OR like Washington D.C. and City of London ruled and owned by external entities?

New Delhi is just one of the eleven districts of the larger National Capital Territory of Delhi, aka. NCT of Delhi, which is governed by a legislative government that wins the election every 5 years, where only the citizens of Delhi vote, and elects the Chief Minister of Delhi who oversees the Delhi Govt.
This Govt. of Delhi is different and totally separated off from the larger Union Government of India, which also wins the election every 5 years but elects the Prime Minister of India who oversees the Central Govt.

@Geoff | Delhi is a State (like NJ or Pennsylvania). The National Capital or New Delhi is the Capital of India.
N Delhi is within the land mass of Delhi state - BUT but is not governed by the Delhi state; it is governed by the Office of President of India.
N Delhi belongs to the Central govt (federal Govt in USA) - the territory belongs to Indian nation - ABOVE the legislature, judiciary or executive
