What does the certification actually do for a business?
Great question, the main purpose of the certification is to vet small businesses who are interested in working with the government to qualify you as a reputable and capable business. When prime contractors submit a bid to the government they are required to work with certified businesses. So you becoming certified allows you to be in the pool of options for them to bring into the contract.
Wouldn’t certifying also assist larger corporations to find financially disadvantaged small businesses to partner with and give them a chance to grow? I also think that certain certifications help to “get to the front of the line” for opportunities working with the government.

Don’t waste your time or money; there is zero enforcement for pass-through entries
What is a pass-through entry?
I did a little research and I believe they are speaking about excessive pass-through charge, where a contractor adds no or negligible value to a contract or subcontract, means a charge to the Government by the Contractor or subcontractor that is for indirect costs or profit/fee on work performed by a subcontractor.
This may happen in some instances but it's certainly not the majority of circumstance and should not deter you or anyone else from becoming certified.
