Congress can override this, executive orders are not law. The President doesn’t make laws, he enforces laws enacted by Congress. If congress enacted a law that says he can do this, then he is simply enforcing that law.

How can you declare a recording as covered under executive privilege, when you've already released the transcripts of said recording without declaring those covered under executive privilege? Does that mean there is more on the recordings than in the transcript, meaning the transcript is not complete?
