She is putting MSG or sugar. For the first dish she asked the customer if she wants MSG and the customer said no so she added sugar instead. I like to use sugar as a substitute for MSG.

Those are literally called Thai chilis (or Bird's Eye Chilis). They are ubiquitous throughout Thailand. en.wikipedia.org/wiki/Bird's_eye_chili
