If it has pedals it'll be considered an electric bicycle, electric bicycles don't need a motorcycle license or insurance and you don't have to register with the DMV. Think of all the money you save just because there's a set of pedals on it. One downside, in the state of California you cannot have a passenger on a ebike. But in California most police officers don't know the E bike laws.
