Actually the decision to annex the Soviets doesn't require you to be at war to press it. It just forces you INTO the war when you press it. Very minor difference but I believe it's the only decision/focus/whatever in the game that does that.

There's a Japan focus which increases the price in points on the peace conference to annex their territory. Combine that with relatively fewer victory points than most major countries and the stupidity of the AI fighting you for control of IWO JIMA and you get half of Japan alive with all their navy as well
I did something similar to this a few days ago - but i went all the way down to "full segregation" and the civil war events started happening, so i positioned my entire army just on top of all the victory points in the south and they basically insta-capitulated, but it broke something and the pre-civil-war events kept firing for the rest of the playthrough

How is it that your de facto conquest doesn't add weight to your retaining land? If your army is there, it really feels like you should get right of first refusal.
You should let your div in US Germany (turn off supply for allies, just in case their train use your land (all western Europe is allied so probably not but it isn't helping to turn it off😂) , and if sov got submarines, they might have fun with supplies from the sea) and see if allies succeed and for how long (you got all dlc so sov can destroy its logistic before retreating behind rivers as a gift) then if not, you get in and like you did, ask for land and deny supply to them to see if they like that😏
As for the rest, isn't peace conference mod the one mod you never disable? (unless Ironman achievment hunting)
Ya, they really have to fix the peacedeal system. It's even worse then it used to be! I don't play ironman anymore entirely because I constantly need to use the console to clean up dumb peacedeal, such as them leaving an enemy alive for no reason.
