I don’t think Vietnam hates Cambodia. It’s just that they don’t care about Cambodia as they don’t see Cambodia as a threat. Their government get along well but it is Cambodia mostly its people that hates Vietnam of course for the lose of their territory and historical reasons. So it should be like this in Vietnam perspective: Your brother that hates you and want to get his revenge for the things you did to him in the past but you don’t care about him and see him as an angry kid stuck in the past. And therefore, Vietnamese hate them back for their senseless hatred toward them. That said, their governments get along well just fine but the people are still stuck in the past.
