But with his speed, reflexes and flying ability, not being able to dodge the trip-up, or immediately regain balance before falling down the stairs, or collect his stuff and get out of that situation before the bullies could even blink, that confounds me. At this point old lady Pan could beat him with little trouble, with both her hands tied behind her back. He’s like his grandfather Gohan in which his passive nature causes his power to be suppressed and only be leaked out in fits of extreme rage.
You're right in this, it's something GT is guilty of a lot. It's like when the little robot takes the dragon radar in the beginning, and despite Trunks having super speed... he tries running like a regular person to catch it... And that goes on for a good while for comedy. It's just Toei Animation writers at the time when given free reigns in storytelling. And that's not uncommon, it's natural since Dragon Ball isn't the only thing they wrote or animated. From a writer's perspective, it can be tough to write a scene with a deadline if you're told "and they're immune to harm and have godly agility" in their perspective, that's like tying their arms before writing. It takes a special kind of writer to think outside the box for a scene like that (Toriyama was this).
