People need to know this. Funnily enough today I had to go around a medium roundabout as the lane to go straight was blocked. The left lane just before the roundabout has a bus stop where a bus was. The bus pulled away and cars followed so didn't have space to go into the left lane. Because of that did the right thing to go round the roundabout safely and get off my exit instead of forcing my way in like some people 😁

Therefore any traffic coming from the cam car’s direction has priority over any oncoming traffic regardless of the location. The polo failed to give way in two occasions. First: failed to give way at the give way line violating regulation for give line. Second, fail to give way within the traffic calming measure, violating the circular mandatory sign which tells them “give way to oncoming traffic”.

My question to this is always simple:
Two cars come to a narrow section of road, with one way priority, like here. Let's assume there are no visibility issues like here. The car that doesn't have priority (let's say it's a red car) accelerates to get there faster, and enters the one way system. The car that should have priority (let's say it's a white car) now has to stop. Is the red car correct in entering the one way system? If the white car has priority, why does it have to give way?
If you say that the first car to commit and enter the one way system, then:
      1. What is the point of establishing priority if the only thing that matters is who enters the one way system first?
      2. The argument that "the committed vehicle has right of way" then applies to any junction, where if i'm committed to entering the junction before the other car gets there, i have the right of way.
In essence, the whole thing, as far as i can tell, boils down to this: If you do not have the right of way when approaching a one way system, *_you must slow down and ensure there is no vehicle approaching from the other way,_* just like you would at any junction with a give way sign when you don't have clear visibility of oncoming traffic. You cannot just throw yourself into an area where you must give way without ensuring there are no vehicles that have the right of way. "I didn't see him coming" is not an excuse. You must ensure you have visibility.
Sure, there are exceptions where there is no way to see if traffic is coming, so you just have to go. But i'm sure those are rare, and in those cases a traffic light is probably used. This is not one of those cases. You can't say "by the time the VW saw Andrew, he was already going into the one way system". That means the VW approached the give way at excessive speed.
And lastly, you can talk all you want about what the polite thing to do is, or what the most expedient thing to do is, it doesn't matter. It's all subjective. The law matters more.

Take extra care at junctions. You should
watch out for cyclists, motorcyclists, powered wheelchairs/mobility scooters and pedestrians as they are not always easy to see. Be aware that they may not have seen or heard you if you are approaching from behind
watch out for pedestrians crossing a road into which you are turning. If they have started to cross they have priority, so give way
watch out for long vehicles which may be turning at a junction ahead; they may have to use the whole width of the road to make the turn (see Rule 221)
watch out for horse riders who may take a different line on the road from that which you would expect
not assume, when waiting at a junction, that a vehicle coming from the right and signalling left will actually turn. Wait and make sure
look all around before emerging. Do not cross or join a road until there is a gap large enough for you to do so safely.
