Crazy Theory: The reason heavenly restriction users, with no cursed energy have only came from the zenin, is probably cause they bring so much negative energy about cursed techniques /low CE, etc and due to the build up, members of the clan now have a chance to have literally 0 CE, as Fate cannot simply turn that negative energy into a curse.

Fate, decided how ironic would it be for a clan to die off and be destroyed, by someone with no cursed energy, giving them a chance to see the light in Toji and his strength, giving them the "Hey, this guy could wipe you out, so maybe cursed techiniques aren't everything?", and after they failed to pass the test with Maki and Mai, they got wiped out, also to back this up, all they're cursed techs suck, except the 10s and... heavenly restriction, and to further this, they made the recent 10s user(BUMGUMI) MID af, to give them ANOTHER hit that maybe, cursed techs aren't everything.
Yeah fate in jjk always favours those who embody sukunas ideal of only relying on themselves and punishes those who rely on others. The only time this fails is with Yuji.
When sukuna says he understands "true jujutsu" I always felt this is what he meant. Sukuna understands that his ideal is favoured by fate itself. That is also why he hates yuji who doesnt fit into this

Im trying to remember the youtuber who made the video of how Fate favors Sukuna and how fate is against humanity in leu of Gojo how each time he had selfless emotions for others it led to a failure, Amanai and Geto, when he was selfish fate favored him.

I think if cursed energy as a higher power being one based on negative emotions is not just allowing these things to happen but enforcing them. Why? Because maybe the entity that embodies cursed energy wants personification. What if it wants to ascend by becoming an actual form and to actively do things in the universe. Cause while sukuna is trapped in the system like most, sukuna also embodies said system. Its like hes content with it because while hes in the prison hes also the prison warden. Enjoying what freedom he can have. Sukuna has a lot of divine inspiration. But if he was human at a time then he was also fully confined by cursed energy. Maybe he made a binding vow with cursed energy itself to get his own power? What if he has a role to kill maki because he might be jealous that she is free from the shackles of cursed energy? The Six Eyes is not a cursed technique. It is the only example of something that clearly modifies and amplifies cursed energy use but is specifically NOT a cursed technique. It has to be the soul/spirit of one related to it, and Tengen is the best example.

Cursed Energy is a sort of sentient entity in and of itself so this makes sense. Kenjaku most likely is acting out the will of this entity whereas everyone else is a acting for the sake of order.
Kenjaku serves CE will
Everyone else serves CE natural order
Kenjaku has been "blessed" by CE's will with all these factors like Toji (who can break the order/Fate)
The Merger might be CE itself trying to give itself a more physical eminence

Last chapter was just talking about how Black Flash isn't as simple as we thought or Gojo would be able to use it on command, so maybe that's hinting at "Fate" wanting certain people to succeed at certain times. If this higher power is Cursed Energy itself, then Black Flash is just as significant as Vows to the conversation. They're all forms of Fate manipulating the story thru Cursed Energy.

Yuji only succeeds and gets this far with many BF + Gojo's multiple BF possibly teach Sukuna he can get his RCT back by landing them + Sukuna does that and everyone thinks he's about to heal and fuck everyone up = A ton of negative emotions from everyone involved so everyone is at peak cursed energy usage and everyone gets stronger, but most importantly Yuji just "Awakened" because of all those previously mentioned events and Yuji lands the biggest BF in the series. It seems like he might drive Sukuna into a corner forcing the Merger to happen, maybe... And maybe even tho I wish he'd have some cool Blood Manipulation awakening, maybe next chapter he's just gonna land tons of guarenteed BF attacks, speaking of he's the only one it's been mentioned to have given off that vibe of being able to do it for sure, twice now. If "Fate" is just assigning purpose to seemingly random coincidences, then last chapter was literally screaming that Black Flash is the most random randomness in the whole series.

Cursed energy being the villain makes sense because it would be similar to if someone was trying to kill a god by killing off all its believers. In this sense the god would be cursed energy itself, which would in turn influence cursed energy to then take action to make sure it’s survives, in turn making it create people to break fate .

I had the theory that Sukuna was referred to as ‘the fallen one’ due to having the ability to cheat binding vows and essentially going against God.

Megumi's soul is still there so Sukuna doesn't have complete control of his body. So in my mind it is still possible.

Sukuna is not a cursed spirit that was a bad translation, so he can’t be controlled by Geto’s curse manipulation. He is feared as a curse. If he was a cursed spirit he could be one shot by positive energy, something that Sukuna says himself against Mahoraga “if I were a cursed spirit that attack would have taken me out”
What if the human world and the cursed realm were split at some point but leak into each other the dreams and imagination of ppl flood into the cursed realm giving the cursed energy form and ego while while curses and ce flood into the real world bringing ppl who may have higher connection to the cursed realm these imaginary powers that defy reality. In a way imaginary things can exist in reality but at the cost of humanities collective nightmares being manifested. They may call it cursed energy but it is just the energy that humans thoughts imagination and fears create, being thrown back at them.

Common mistake. A lot of these things aren’t explained because they’re not explained in our world, either. JKK canonically doesn’t exist in an alternate anime universe like Naruto or even Bleach. It exists in OUR world. All the spirituality around curses and jujutsu are how our own world operates according to real life esotericists, that’s why they make inherent sense to us.
Fiction is based on reality after all.
