That’s hard to say because it seems like style is relative to country, cultures and times. There was a time when the most stylish person wore a neon green shirt with white shorts, knee-high socks, a fanny, pack, visor and mullet. Someone would say that person was extremely well-dressed, and others would say the opposite. It seems to me that it’s purely relative to each person because unlike morality, there seems to be no universal standard for being properly dressed.
When I walk through U.S. airports nowadays, I'm shocked by how awful 80% percent of people are dressed. Same goes for most Universities. The students, for the most part, dress horribly.
BoJo, the PM before last in the UK has somewhat a tendency to be atrociously dressed, not just what he wears, but how he wears it as well, there are photos of him cycling about with his bare arse visible in traffic as his lower clothing has slippes down, terrible shirts, bobble hats, baggy shorts hanging off. But then his successor Liz Truss, who has spent her cabinet career with more official photographs than all other government ministers put together, she and her Chancellor of the Exchequer Kasi Kwarteng, always immaculate, his suits were possibly even more expensive than Rishi Sunak's, they were so bad, their Mini Budget so bad that they almost bankrupted the country in a matter of weeks. There are a lot of English Nationalists who wear clothing covered in the Union Flag (commonly known as the Union Jack, except it's only the Union Jack officially at sea) or Flags of St George or some mixture Made in England tattooed on their heads, covered head to toe in tattoos in often T Shirts with anti immigrant slogans and out and out racist slogans, often great big beer bellies hanging out, I suppose most countries have that sort of thing to some extent, Russian nationalists and many from Baltic states with their flags and Z symbols and swastikas in some cases, notably Wagner Group, it's atrocious really, but it's often a noisy minority. Some tropical countries of course people don't wear anything much at all because of the heat. Conservative MP for Lichfield, Michael Fabricant cycled nude through the Royal Parks for charity, there are video clips and photos and news articles of this, he is notorious for his strange floppy mop like blond hair, there are arguments about whether it is a wig or real.
