While it may have existed beforehand, the Dancing Baby became a meme because of the show Ally McBeal, as a visual representation of her biological clock. It danced to Hooked on a Feeling.
So basically these are memes in English speaking circle on Internet. Didn’t see old Japanese memes. Or maybe cuz Japanese don’t the concept of “memes” but ネタ (neta), so they didn’t include oldest Japanese neta. In fact, ミーム, the transliteration of meme is a trendy new word on Japanese Internet referring to Western memes.

They're missing a key part of the Dancing Baby, which is that it was put in Ally McBeal as a hallucination she experienced as a metaphor for her biological clock while "Hooked On a Feelin'" played in the background.
Kilroy was around before 1946, since Allied soldiers were using it in their European advances after D-Day, probably just to mark liberated territory. The dancing baby caught on because it was very early internet/bulletin board system graphics, plus it was used as a hallucination in the Ally McBeal TV show. All Your Base was just bad Engrish translation from an early video game.

well they actually found the origin. Its just one tecnition with a surname "killroy" who once drew that and kept going and it was war time alot of that equipment got in hands of sildiers and everyone who knows what is conscription can figure our the rest. Guys were just bored as hell and command were fine with some silly painting as in contrast to booze or gambling games.
But yeah, it became a propper meme only after the war when "me bored. me draw everythin' I remmeber from home" logic changed to 'ha ha, silly nose"

All the hamster dance have done is just make my old computer run really sluggish as people spammed it like crazy on geocities or some other webpage.
