To all the non-Canadians (or non-Nard nerds) out there, here's the context: in 1997 Nard's hometown of Vancouver, British Columbia, Canada was hosting the annual APEC (Asia-Pacific Economic Cooperation) conference.
Nard was a host on CITR Radio at UBC at the time (he still is) and so he applied for press credentials to the event. He noted that he purposely shaved his head the day before to make him look younger and more like a student reporter.
The punk band that he references is completely made up for this question, the name is a reference to then current Indonesian president/dictator Suharto.
The protests Nard mentions actually were real, people were pepper sprayed.
That is a pretty good short example of what Jean Chretien was like as Prime Minister of Canada for 10 years through the '90s and early 2000s. He has a heavy French Canadian accent; he suffered Bell's palsy which caused his facial deformity and a slight lisp as well. But he also very off the cuff, although this is widely remembered as one of his more off the cuff moments.
In all, this is an important moment for Nard's career (it's right before he got on Much Music) and a funny moment in Canadian political history. Love you Nardwuar!

Understandably so.
Because it was a weaselly answer. Instead of addressing the fact that some of the people protesting him were maced, he only says "those techniques did not exist in my day," as if this justifies them being used at the time. Then he makes a dumb joke about pepper and moves on to the next question before anyone can call him out on his bullshit.
I don't really know too much about this incident or chretien but it seemed like Chretien knew exactly what nardwuar was talking about and weaseled out of giving a direct answer

In his music related interviews he asks questions that allow the interviewees to Segway with ease and personalize their response. In his activism he uses direct unavoidable probes. If the minister were to withhold a reply it would demonstrate to the populous that he knows the issue and refused to speak with the public on it. alternatively he can try to redirect the conversation (which he did) but this usually leads to anyone with common sense realizing that he redirected which holds its own implications. Another noteworthy topic with nard in this video is his use of silence. oftentimes if you give people the silence to allow them to further expound they will do so. In this case that demonstrated that the minister was willing to make jokes about civilians being mace'd.

I was with the PM as at least having some form of care until he was so dismissive of the last question. At least acknowledge it happened.
This is great to see. It's easy to imagine successful people always being respected and never laughed at (in a cruel way - nowadays people understand his character) but seeing this is a good reminder that those awful public speaking moments are what every successful goes through to become the confident, flourishing person they are today.
