When chaos reigned and gotham was in shambles he arrived to bring order and prosperity. Now that things are settled once more, he will once again unleash chaos as a result.

So the mere existence of somoene like Superman that is greater than him and is that without being a monster must make him pissed off. Ivy has to create a sperm with her DNA and with that sperm she will use it for artificial insemination in harley(artificial insemination is an operation to get pregnant thanks to a donated sperm(in this case it would be the sperm created by ivy)and after 9 months, the biological daughter of harley and ivy will be born, called "Lucy Quinzel-Isley"
