      @p chatterjee 1st point ladakh isnt a isolated place nor does it lacks tourist, people are going there for a long time , most travel distance is travelled by road which are already well built and 1 long highway isnt going to change that. The isolation is due to massive rainfall and landslide which will not be solved by a highway as you can't build multi lane on hilly area and most blockage problem is due to rocks and snow, construction in hill area is risky and over construction can really be harmful as it can lead to disaster. 2nd point there has been no islimist regime in Ladakh , Right wing religious political party that is elected is not a regime. 3rd ladakh people still has less power through vote than any other State as it will be run a Lt.governer which are very antagonist towards local population. So kuch bolo to phukhne se phle bolo aur dekh lene 3,4 saal iska kitna asar rhta hai.

      This is applicable to smaller states in NE. If a sates gets 3 times of what it earns and pays less tax people will have liquid money. The day central government sends 3 times the money in addition to what Bihar UP Orrisa earns the whole poor state will become surplus state. SKG should have used the figure in term of per capita government spending before giving tag of “Champion” to these states.

    I feel all governments have thrown money in Kashmir via various schemes and developments to win hearts of the locals, hence kashmir has better social indicators. But it is also an irony that despite low poverty Kashmiris are still picking up the gun. Many people associate terrorism with poverty and lack of education but looks like that's not true.

      What happened with Kashmiri pandits was unfortunate but has BJP rolled it back? I don't think so.
      Imagine not having internet for full one year. Police comes up in your house in middle of night and takes away someone without giving any reason, and courts do not hear your issues for months. That's the reality in Kashmir.
      If this all was for development, then I don't see a single new project announced by BJP, not single new job.
      I don't think this is problem of Jammu and Kashmir, unemployment and rising poverty is everywhere more than ever. So do I oppose 370 abrogation- No, but I don't support Modi's divisive politics either.

      The question is where exactly is the money going then? Why not do a CBI probe to find out root of problem and the depth of corruption. I'm not sure what this 10% includes, does it includes the salary of million army and CRPF personnel, not sure, does it includes border roads and infrastructure development not sure, after all the erstwhile state of Jammu and Kashmir shares a big border with Pak and China. I tried to search what this 10% amounts to in metric or for what purpose was it given, I couldn't find anything buy the news article and some obscure PDFs, sounds like typical fake news to me( some truths hidden), I'm not denying corruption, there's too much corruption throughout India, but only transparency can solve corruption. Irrespective of the size of population, the size of jk is bigger than UP and jk shares border with hostile nations unlike UP, so the comparison is flawed to begin with.

Indian govt. has tried her level best to keep the people of Kashmir happy but I am sorry to say Kashmiris have not given much value to it.
      The truth is very bitter, but it is the religion which the real cause of the problems Kashmiris face. The other day I saw someone say Kashmiris don't need roads and power, they need freedom. I mean freedom from what? Kashmiris have always had the freedom, just live peacefully who is enforcing anything on them.
      I don't understand why they are not able to see the misery that the people of Afghanistan are going through in the name of Islam. Can't they see how India is building infrastructure there and Pakistan is sending Taliban. Pata nahin kashmiriyon ye samajh kyun nahin aati, islam kya logon ko itna andhaa bana deta hai, ki dost aur dushma ka difference nahin dikhta unhe.

I've visited chandigarh through a single lane highway on 2015, and went the same way on 2018 it was 4-6 lanes... Let's be honest Budget alloted isn't equal to money given or used, I think you'd agree that transparency is the only solution. The data here is really odd, up gets 5 times the budget, so if JK got 10%, UP got 50%, maharastra is a big state and gets 8 times of JK, does it gets 80%, so UP and Maharashtra combined take 130% of GDP of India, how's that even possible????... They've twisted the numbers into odd statistics to confuse and polarize the reader.

    Dear SG - 1% of the population of J&K receive 9% of funds allocated to states by the Center. Isn't this unfair for other states? Also so little money trickles down to Jammu and Jammu has to fight for resources all the time. Blessed are ladakhi people who got rid of Kashmir.

    The local Kashmiri recruits are heavily influenced by the institutions run by the religious organizations. No control over them could be exercised due to the state government. Even the school syllabus was tacitly propagating separatism. All those are in the process of being corrected. You don't judge merit of such policy shift so quickly.

Not when it was introduced, but when Pranab Mukherjee's book came out and Mukherjee was less than flattering in his references to the other SG. That is when this SG started how awful this retrospective tax was

    Shekhar Sir, even Syria's per capita income is higher than India, does that mean their life is better? To begin with, Kashmir started much higher than UP and Bihar. They were not exploited as badly by British as UP and Bihar were.

      UP and Bihar have been gravely violated by the Indian the successive state governments in the past 70 years. Far worse than what has Kashmir faced. For you, terms like exploitation, freedom struggle and their likes are limited only in the spectrum of religion. Had Kashmir been a Hindu majority state/region (like it was 1000-1500 years back), we wouldn't have seen a so called "Freedom movement" in Kashmir at all. The problem lies with the minds of people.

      @@fangdog29 Kashmir's GDP per capita is US$ 1342 and Syria GDP per capita is US$ 2032. And if you consider Syria's GDP per capita in the 1980s when it was not war torn, the story is entirely different.
      In 1996 Kashmir GDP per capita is Rs 8670 while Bihar was Rs.4000. GDP per capita of Kashmir has been higher than that of UP Bihar since independence itself.
      When Shekhar sir's said Kashmir is not as poor as UP and Bihar, then he must understand that Kashmir was never as poor as UP and Bihar, so his comparison is incorrect.
      Thoda comment ko padh liya karo achche se, neeche comment karne se pehle. Farasi mein naam dikha nahin ki oppose karne aa gaye bina baat.

    What is the final conclusion on this issue ? Who will decide this ? As far as common sense goes , 1- Art 370 and Art 35 are gone for ever 2- All laws of Indian Union will be applicable in J & K 3- Governance in J & K is being improved . Local self govt is now functioning well 4- So long as terrorism is not fully controlled and Pandits are not fully restored , there is no question of statehood to J & K . If at all , it will be on Delhi model of statehood . 5- We are not bothered about business of politics by a few families of politicians like Abdullahs . He can go on cribbing and he should ! No one is bothered But politics can go on and on !!

      Not really. Kashmir has a very good economy for itself. Tourism contribution is around 20 percent. The rest from Agriculture and trade. Also a sizeable remittances from Kashmiris in the UK.

    The same way Chidambaram changed the law to usurp Raja Mahmoodabad’s properties worth 30K crores. He as an advocate had lost the case in the Supreme Court, but as a minister he changed the law retrospectively to reverse the court judgment.

But if I had to single out a few shows, I'd definitely like to put a good word in for the younger cohort of journalists who I think are catering to a crucial demographic segment that is often ignored, which is native Indian language speakers who understand and are interested in the wider anglophone policy and culture debates, but process and comment upon those debates primarily in Hindi/other native languages. In this respect Jyoti Yadav and Shanker Arnimesh have been doing quite well. As have the law and science experts. Perhaps a yet uncovered niche might be business news, especially the start-up world.

My personal experience posted on Kashmir for more than ten years (mid seventies to late eighties) and traveling extensively to the deep interiors, there were hardly any families deprived of basic survival needs like roti, kapda and makan.Thanks once again for the excellent coverage on both topics.

    Sir as an Indian from Ladakh I must disagree with you . Yes conditions were better for Kashmir as the leaders spent most of the center money on a small region but it was the people of Ladakh who were suffering . There were no universities , no hospitals ,no infrastructure in Ladakh . Even a small town like Anantnag has better facilities than Leh ..4G network came to Srinagar in 2016 but it took two more years to make Leh 4G ...This is why Ladakh had been demanding a separation from JK since the early 50s and now things are much better New Hospitals are being built , new roads are being constructed and for the first time ever Ladakh has its own university .

      No compensation were given for internet blockade for over a year, you have no idea how many young people lost their internet entrepreneurship opportunities and yet you think the govt was giving the JK more than rest of the country.. when the package is given it also includes infrastructure needed by the army as when convoy uses the roads common men aren't allowed to use them. More than thousands of crores were lost in transportation sector only, and yet no compensation was given. compensation was given

    1. He gets credit for 1991 reforms where PVNR had bigger role, MMS was just implementer
    2. He doesn't get any bad press for retrospective tax, all blame goes to Pranab, while MMS was PM

    It is good that bad law of retrospective tax has been reversed. There was one more cade of ITC Ltd, who won excise case in SC. Mr. Chidambaram was FM. He changed law with retrospective effect. Company lost some 700 Cr refund from GOI. That wad equally bad.
    Now Govt should declare that no tax will be changed retrospectively. Any change should be prospective.

    The decision by the government is outstandingly good...of all the decisions taken by Pranab Mukherjee this was the worst and had the effect of undoing all the good work done by Narsimha Rao and Manmohan Singh. However this was not the only bad decision taken by him and because of his pre eminent position of the Congress party. He said on the floor of the house that orop was not technically, administratively and financially feasible. So though the Modi government has not given a perfect orop it is a vast improvement on the policy of the Congress party and I don't thinl any defence person serving or retired would grudge the government knowing inherent financial constraints. So on the issue of retrospective tax being withdrawn the Modi government deserves full hearted praise

Govt acting as local gunda demanding hafta arbitrarily and now scurrying to back off after companies refusing to be bullied. UPA era law could have been repealed years ago but the BJP milked it to benefit Ambani's Jio and Anil Aggarwal's Vedanta. The statement is clear, to do business in India, you better suck up to the Government. No wonder global manufacturers decided not to invest here despite the pandemic and situation in China. Irrespective of who is in power, India will have a perpetual "STAY AWAY" sign for businesses.

    One reason for the poverty index being low in Kashmir is the enormous amounts of money pumped into that state disproportionate to the other Indian states. I expected a person of Sekar Gupta's calibre to bring that out also.
