Its all about using steam to heat the bowl to melt the chocolate, try using a pot with less water, a steel/pyrex bowl, and let the steam get the bowl hot. You dont want hot water burning that chocolate! Make sure theres about a 2cm or 1/2 inch of non contact between the water and the bowl. The reason its so important with chocolate is because cocoa is already cooked, so its very easy to over cook it, and burn it all to hell. Hope this helps! :)
Pyrex makes it easier to tell when you need to change your water, but steel is cheap, so its all up to you! Also turn down the heat to about a 6/10. It will go slower but chocolate is tempered and if you overheat it it will become a bendy mess instead of a nice clean break.

To avoid contact with direct heat from underneath you should suspend your second pan a little above the base of the 1st pan
