I come from Russian immigrant parents, and getting the authorities is usually a last resort. It's normally not considered in the first 99 out of 100 solutions for a confrontation. I remember my dad jumping out on people doing crazy stuff on the road in front of him, esp if the family is in the car with him. Or we'd be coming out of a restaurant in the city, and some drunk or bum would start creeping on the wives in our party, so he would at a minimum get slammed up against a wall, slapped and threatened to f-ck off. It wasn't just my dad either...a lot of Russian immigrants that came around the same time in the late 80's, early 90's were more or less like this. We lived across the street from a police precinct, and when we first moved into the building, my mom had her purse snatched right in front of the building in the evening on her way home. Instead of running across the street to get the cops, she starts chasing the guy down...he ended up throwing the purse down on the ground. Some woman kept sort of passive aggressively f-cking with my mom on the train to work in the morning...until my mom choke slammed her by the throat into the side of the train one morning. Sh-t like that was normal...

Both of my grandfathers were ww2 vets. Making my parents "boomers." My dad is stingy, but my grandpa grew up in the depression. My dad grew up without air/heat. Different mentallity.
