You’ve improved so much since the last “unhelpful guide.”
Actually the “owner(s)” of Luo and the “owner(s)” Hatsune have met before, this fact is often represented by other vocaloid characters or East Asian social media mascots trying to separate Luo and Hatsune from each other.

Well actually… plenty of Vocaloids have canon ages, and Meiko is NOT one of them. Hatsune Miku, IA, and Tone Rion are all 16, Kagamine Rin/Len are 14, Kaai Yuki is 9, Megurine Luka is 20, and Otomachi Una is 11, to name a few examples
