That is a great question. Think of it more as an "out" dribble. An "In-n-out" is faking a high/push crossover. We aren't faking a crossover here, because we dont have a motion that brings the ball in. BUT! The ball is already inside of our hip, so we are forced to turn it out in order to get it outside of our hip.

an in and out is accompanied with a step with the foot thats further away from the ball.
