I wonder why there are ticket gates at the Paris station, but not Strasbourg?

Because in Strasbourg TER trains use the same platforms as TGV,ICE and The Moscow Express.

There are ticket gates when a TGV leaves for Paris. So they make sure, that no one without a ticket can get to Paris.
