Dear friend : good info -function of MET is it offers high z for normal low voltage condition and low z for high v cond due to its non linearity feature .and protect relay from switching surges .Function of Rs is to avoid relay pick up for through fault condition ,moreover 3-ph fault current is In/ % z of TRF.
