Hey.. If your bust is 38 first divide it by 2 making it 19 right.. Then if your fabric is on fold you further divide the 19 by 2 getting 9.5 then add the 10.
When I did this plus the 10 inches measurement, the dress was quite smaller than the measurement and it didn't size me, the measurements were all correct. The question is, where did I make a mistake? Could it be during sewing or the elastic thread used?

It depends on your sewing machine. Some machine requires it tight but others don't. Just try your machine and see what works.
