I take it there is a space below the race, enough for the tool lip to grab? First I was thinking that the tool was simply applying enough outward force that it wedged itself enough against the race to pull ... then I realized that yes, the race is tapered too! Thanks for the vid, have that OTC tool on order!

why do you need to replace them and how do you know if they need to be replaced?
Mine had 60,000 miles on them. I figured why not. 😎
