I have a Theory:
I think the Sokovia Accords might’ve been abolished within the 5 Years Time Jump. Captain America was hosting a very public therapy session in Endgame, so you think he would’ve been arrested otherwise if he was still considered an outlaw.

Totally would’ve been in character for Ross to do that at a funeral.
@@comicfan1324 My theory is that Ross was snapped away and so did most of the United Nations. That is why the accords didn't apply during the 5 year jump. I think that when Ross returned, we was demoted back to his General position which would set up his future in hunting down Banner and eventually becoming Red Hulk
