I couldn't tell you how viable it is to get charge down v-skill in neutral, as a meaty or whatever, but if it's viable that v-meter build and plus 3 are gonna be pretty nice.
At the moment, I'd say VS2 is the more useful V-Skill. It does makes matchups against fireball characters easier, but VS2 is just generally more useful in matchups. Psycho Rising --> EX Splash --> VS2 gives oki and more corner carry than EX Splash --> VS1, plus charged d+VS2 is a good pressure tool in the corner that also builds V-Gauge. There are 3 situations where I use VS1 over VS2: 1. If I'm using Psycho Cannon and the opponent doesn't have a fireball Ed can VS2 through. VS1 and VT1 are good together since they allow for mixups with VS1's hard knockdown. 2. If the opponent has some kind of armoured wakeup move that I can beat clean with charged VS1. Birdie's EX Bull Horn, Mika's EX Peach and Abigail's EX command run are all examples. 3. If I'm fighting Abigail, Balrog or Blanka. These characters all have weird hurtboxes that let Ed perform charged VS1, then charged d+VS1, then any follow-up I want. It's mainly for more damage in stun combos: charged VS1, charged d+VS1, Spark, EX Shot, charged d+VS1, Upper deals more damage than regular 1 bar combos and builds 1 whole bar of V-Gauge.
Some notes, 1)If you VT2 cancel the straight VS2 you can actually get down snatch before super but 9 times out of 10 the damage isn't worth it. This is somewhat range dependent though 2)In the corner after EX splash you can combo into straight VS2, doing so auto times a meaty down VS2 for a mix up **you can do upper into meaty down VS2 but it doesn't auto time itself like with straight VS2. The upper will do more damage though 3)After EX splash midscreen ending with down VS2 gives you a lot more oki than upper. Dash forward twice to get a meaty c.mp 4)If you connect with an uncharged down VS2 as an anti air you can juggle into flicker, the range and height you need to hit at are kind of specific but it works well against cross up attempts. This also allows you to combo into super

I mean it's plus but Ed's close jab and strong are also +3 on block, lead to better combos, and don't require a massive amount of highly-telegraphed charging which you won't have time to do against any opponent who quickstands. It's the same problem as karin VS2. Yeah, it's plus, but low strong is also plus and is way faster with better conversions. Building v-meter is nice but I find you'll rarely be given time to charge it since most opponents quickstand every knockdown.

After ex splash you can forward dash then down+vskill and it's super meaty on quick and backrise for some chars.
