Talking about K/D, it's not a great metric of skill or legitness, since scav kills factor into K/D. I don't play anymore but my KD normally sits around 15 but as high as 20-25, just because I like to run Woods and play super safe. I'm an average player with shit aim but some good map knowledge. I'd hate to get banned for having a high SR and KD, when I only have good stats cuz I farm scavs and avoid PVP.
It's multifactorial - if you've got a 15+ k/d, a 30+ flea rep, a median extracted item value over 2M, and more than a handful of naked deaths simultaneously, your account should at the very least be flagged for review.

killing scavs simulator
No need to challenge yourself in any way, all you need to do is go factory night and farm scavs underground under med. If you sit near ramp they will just walk to you from there and they go down with 1 shotgun shot. So all it takes is lvl1 go kill scavs on any map till you find a 133/153 with a flashlight then keep going factory night. 20-25 kills per raid in 15mins, really safe as I do it each wipe for fast xp till 15. After few raids you are usually rocking all class 4, pilgrim and have found most of the streamer kappa items. Try it yourself.
easy way to fix cheat block all acces to files like forza games anything added or removed while starting the game is either bannable or forced to play offline mode besides that a better anti cheat that actively scans files while playing the game so it sees if anything is added before or after starting the game besides normal gamefilles is getting banned

I want Pest to organize an event with Red and the gang. Each starting with new accounts, go together as squad into raids, do not need to stay together but everyone must have extracted with no more than half the time left, rotating through maps, total playtime something like 12 hr. Highest K/D at the end wins.
the way i look at it for cheaters is if their account is standard with less then 100 hours and has a surv rate over 70% with a high kd i report cause either they are legit on a second account or they are a cheater
Another way I could see combating insurance fraud is if in a squad and someone else picks up your gear from your squad it automatically loses the insurance
should having good teamwork not be rewarding?

@Kovacsg729 pretty much when you insurance your gear and as a solo when you kill someone loot their kit and throw yours in a bush or whatever to hide it and get it back in insurance

Because it uses a heavy and a light bleed which uses 240 hp
Heavy bleeds for an IFAK are bad on durability, even for salewas thats why heavy bleed heals are important
