This was actually quite interesting! you can really see how they didn't give a shit about menus until Liberty City Stories came along and they were like "hey maybe we can do literally anything other than just list a bunch of options boringly on the screen?"
Vice City and San Andreas had the same menu as Liberty City Stories on consoles, but for some reason the PC versions use the boring options screen you see in the video
