regarding city states , how does defending a city state work , does it function like a city so one army figures (3 military cards) + 3 military cards for defending a city , or is it just how many army figures there are the equivalent applies as in 1 army 3 cards , 2 army figures 5 cards , 3 army figures 7 cards etc....
