The issue with this is, to create the ice, you get it from your freezer. Well, the freezer doesn't just get cold with no side affects. The freezer actually pumps the heat energy from inside, to the outside, making the room warmer. Plus the fridge isn't 100% efficient either, so the heat from the compressor running also adds up. Only case this would kind of (sort of) work is if you have the freezer outside.

with all the cost of the additional ice one could just buy a small window unit...
