  • The Supreme Court heard arguments today on whether ticketing homeless people is "cruel and unusual" and violates the Eighth Amendment of the Constitution.
    City and state officials across the country are closely watching the case, which will decide whether the homeless have the right to camp in public places. People who live in those encampments are also following the case, as they are concerned about efforts to criminalize the population rather than build shelters and affordable housing.
    The case is the City of Grants Pass v. Johnson, which was brought by several involuntarily homeless people in Grants Pass, Oregon, who challenged the city's ban on "public camping."
    Justice Sonia Sotomayor grills Grants Pass, Oregon's attorney, Theane Evangelis, why city officials want to enforce criminal penalties for the unhoused.
    Devon Ombres, the Senior Director of Courts and Legal Policy at the Center for American Progress spoke with Roland Martin about this complexed case.

    I live in the UK
    Ridiculous.
    How can a system ticket people when they are homeless!!!!!
    So what happens when debt is racked up to the point with interest, overtime can lead to further debt or I assume go to jail or whatever.
    Then when they get intermitant work, pay taxes & wages garnished to pay off debts further ensuring they can't maybe eat , buy basic necessities , or even save for their own place!!!!!
    It's a disgrace!!!!!!!
    It's as ludicrous as slavery

    I live in Oregon and it cheaper to live here but the pay grade is so low that I had to get help for rent this month's. Plus there elderly employees that still need to work. Like me.

    Debtors prison never went away. Child support is a prime example. But the thought of giving a citation to someone who can't afford a place to lay dow is outrageous where are they gonna get the money?

    How are they going to pay for tickets? Which will lead to more incarceration. Thus, more money will be required for prisons. Instead of putting that money into day shelters, it will go to increasing the penal complex.

    These people are homeless. How do they expect them to pay a fine? What penalties will there be if they don't pay? Jail? If you are gonna put them in the system and give them a cot and 3 square meals, it would be a better idea to build more homeless shelters. I cannot believe how cruel people are to those in need.

    When did homeless people begin living in tents? I was homeless off and on for 7 years. Had a backpack and a sleeping bag with my stuff. Cleaned up and never trashed the area.

      It's an epidemic with entire families living cars etc. Well their plan is working: Get voting folks angry enough about the camps plus nobody wants affordable housing or halfway houses in their neighborhoods so criminalizing is the next logical step. Has one blasted mental facility been re-opened? Current drug rehabilitation prgrams are often the spoils of bloated insurance companies. Forget about our travesty of a medical system creating free programs. Sure, the mega churches can afford to rehab & build health/mental facilities but evangelicals have proven their agenda is conversion.

    They already did that in Tennessee like a year ago. Sleeping outside is a felony here punishable by up to 5 years in prison. Also, if you have a felony, you cannot go to a homeless shelter.

    Even when the Federal Government appropriates money for Homelessness, it doesnt seem to get through (diwn to) the homeless. Grants are absorbed by NGOs and 501c(3)s and religious charities. Scandinavian countries do paroles and homeless the correct way, half way shelters.

    I live in the democrat state of California where homelessness has become a major crisis. With that being said, I can understand how drug addiction can be one of the roots causes because in my state drug users are able to gain public access to crack pipes and needles from certain programs, public dispensers on the streets and even placed in apartment buildings and if this country is gonna criminalize homeless ppl that are addicted to drugs then I say criminalize the ppl/groups that’s behind those type of programs that publicly distributes drug paraphernalia too
