Scientifically, 2020 would be the last year of the decade, as there was no year 0 when years first were being counted. The first ever decade was year 1-10. But decades have become a cultural phenomenon (for example, the decade of the 90s was from 1990-1999, not 1991-2000, 2000 wasn't part of the 90s, it's part of the 00's) and that's ended up being the majority opinion in society, and especially since sports is a cultural thing as well, I imagine they were counting the decade to be the 2010s, which would be 2010-2019.
