Super Typhoon Saola leaves trail of damage in Hong Kong

Super Typhoon Saola brushed past Hong Kong on September 1 and 2, 2023, downing trees and causing flooding in low-lying areas. The city was all but shut down, as the Hong Kong Observatory issued its highest hurricane No 10 signal for the first time since 2018. Officials had called on residents to stay indoors and be on the highest alert, but the city was spared from any major damage.

it's fine, it is normal to have typhoon in HK and everything will be fine on Monday.
Don't worry, we have many experience on deal with typhoon. And some arrangements had adjusted based on the experience in 2018. So the situation is quite smooth.

What Hong Kong must do before typhoon season comes all tall , thick branches with leaves, should be cut, to prevent breaking or falling to cost more damages !
Praise the Lord for sparing HK. It was scary at times but we are lucky to have avoided the worst of it.

Meanwhile in USA, Idalia caused 20 billion in damages.

it is possible for China to design a flooding-preventive system using large flexible monstrous size pipes around cities. These pipes will be sitting on ground and it's inlet will be closed (can be hidden away to design as a landscape design)
Only during flooding these inlet will be open to drain away flooding water into nearest river or ocean.
China has constructed railway across continent then constructing these monstrous size pipes connecting to the ocean should be no problem.
You can't drain water to a river or ocean from a level lower than the storm surge in the ocean or river, can you?

Why can’t Hong Kong just add slopes at the costal regions to stop water from flooding everything, now the only thing they need to worry about are the strong winds
It's very expensive to make slopes at costal regions if HK is literally an island city. Also there are many other aspects.
