You can park your car near the Tirumala museum and from there ATC is walkable. Yes, after 10 PM you are not allowed to drive a car on Ghats Road. Either in the car/room or the mobile deposit counter.

Tirumala ghats roads are very easy as compared to any other hill station.
Tirumala ghats road are one-way. There is a separate way for in and out
