Yes, he can, he was born with spina bifida, same as me, being in/on a wheelchair doesn't always mean you can't move your legs, I can but I can't stand or walk. it basically means the message from his brain telling his legs to walk doesn't get through, nerve damage, think of it like making a phone call but the cable connecting the phones is damaged and the person being called doesn't get the call.
