First says only incandescent bulbs then later says CFL and LED also. Which is it????

I've had these dimmers for about a year and they worked great. Now suddenly they will only turn the lamp on. They will not turn the lamp off. What's going on?

I understand that this device was designed to be used only with incandecent bulbs. But that was on 2009. However, new technology are available. The question is: It works with a Dimmable LED bulb or not?
