Actually, you can guarantee that this song is based on the map in 1838-1839 (whoops, not 1938-1939, typo) just based on the information in the song! (At least according to Wikipedia) Here's how:
    - Norbu was king of Bhutan from 1838-1850, which already limits the timeframe of the song down to those 12 years. (Also, Aden was ceded to the British in 1838, so that's the earliest possible year anyways)
    - Central America stopped being a single country in 1841, so the song would be inaccurate if it took place any time after that.
    - The Emirate of Afghanistan was briefly replaced by the Durrani Empire (which itself had been replaced by the Emirate of Afghanistan not long before) for a two-year period between 1840 and 1841, meaning that those two years would be inaccurate as well.
    - As such, the only two valid years for the song would be 1838 and 1839, and if you look it up, every state mentioned (except of course for the Archuchy of Austria and Aden Protectorate, but those are more technicalities than anything) did in fact exist in 1838-1839!
It's seriously impressive just how much effort was put into making sure the song was accurate, here's hoping someone dares to make a full version one day.
(P.S. My challenge to you, comments-readers: go look up one country from the song that you know nothing about, and read about it. Even if it's just the Wikipedia page. We all have our favorite regions, time periods, and states, but it's good to expand your horizons!)

I highly suspect that this specific list was in fact what the song writers used to come up with all the exotic country names.
Not that it's necessarily a _bad_ thing - it still involved loads of pretty darn obscure places! And at least that way they could be sure that everything mentioned was googleable.

I say yes and no to your comment, even though it's your "maybe."
Yes, because the maps then are drawn (with some exemptions) and not captured by the satellites, which didn't exist in the 19th century. One of the examples is the Carta Hydrographica y Chorographica de las Islas Filipinas (though it was drawn way back 1734, but still a significant part of history of mapping the world), which is different from the current map, with the exemptions of Pansipit river which went narrow because of a volcano eruption.
No, because maps are slightly accurate and not as bad as what was shown in Yakko's 19th Century Geography song. For example, the Philippine Islands was badly drawn in Yakko's, and was more inaccurate than the Carta Hydrographica y Chorographica de las Islas Filipinas (or Murillo Velarde map). Also, saying that inaccurate maps in Yakko's 19th Century Geography Song were a reference to how maps then were not so accurate is kind of stereotypical.

So not that inaccurate minus forgetting the Hanseatic parts of their name.
Edit: And I've seen nothing to suggest that in the 65-years between the dissolution of the HRE by Francis II and formation of the German Empire that they ever stopped using that title formally, with the other city-state of the time, Frankfurt, using the title "Free City of Frankfurt" (instead of the previous "Free Imperial City of Frankfurt") within the German Confederation until it's annexation by Prussia in the aftermath of the Austro-Prussian War.
