Discussion
The argument regarding "best of deceivers" is traced back to the Arabic term makr, we easily debunk their citation of some of these verses (the rest are detailed elsewhere in the entry) by referencing the Quran interpretation by orientalist Professor, A.J Arberry, who isn't Muslim. Here is how he interprets these verses:
Quran 3:54
And they devised, and God devised, and God is the best of devisers.
Quran 7:99
Do they feel secure against God's devising? None feels secure against God's devising but the people of the lost.
Quran 8:30
And when the unbelievers were devising against thee, to confine thee, or slay thee, or to expel thee, and were devising, and God was devising; and God is the best of devisers.
Quran 10:21
When We let the people taste mercy after hardship has visited them, lo, they have a device concerning Our signs. Say: 'God is swifter at devising; surely Our messengers are writing down what you are devising.'
Quran 13:42
Those that were before them devised; but God's is the devising altogether. He knows what every soul earns. The unbelievers shall assuredly know whose will be the Ultimate Abode.

In all six instances, a non-Muslim interpreted these verses with the Arabic term makr interpreted as deviser.
What is the definition of devise? The Cambridge American English Dictionary says:
to invent something, esp. with intelligence or imagination
Some Christians and others purposely misinterpret these verses in the worst possible way to dishonestly misrepresent the text. Are these apologists going to say he is lying for Islam even though he isn't even Muslim? Moreover, to claim that Muslims mistranslate these passages because they are Muslims and would have something to gain commits the vested interest fallacy:
The Vested Interest Fallacy occurs when a person argues that someone’s claim is incorrect or their recommended action is not worthy of being followed because the person is motivated by their interest in gaining something by it, with the implication that were it not for this vested interest then the person wouldn’t make the claim or recommend the action. Because this reasoning attacks the reasoner rather than the reasoning itself, it is a kind of Ad Hominem fallacy. Such apologists would actually have to demonstrate that these verses are being mistranslated, rather than automatically assume Muslims are wrong because they are Muslims.
Moreover, they are guilty of the fallacy of suppressed evidence. A verse of the Quran cannot be put into a vacuum, rather, it must be understood in relation to other verses and other sound sources. In this case, God also refers to Himself as al-Haq (the Truth) in the Quran. The verses which mention God as al-Haq are: 6:62, 22:6, 23:116 and 24:25. Here are Arberry's interpretations:

Then they are restored to God their Protector, the True. Surely His is the judgment; He is the swiftest of reckoners.

That is because God -- He is the Truth, and brings the dead to life, and is powerful over everything,

Islamic scholar, Maulana Muhammad Shaffi mentions in his commentary on the verse that Allah’s planning involved no deception:
In these verses the miraculous event of the Ascension of Sayyidna Isa (Jesus Christ) has been mentioned. ‘And they made a move’ refers to the evil designs of the Jews who planned to arrest him and to get him crucified. The next sentence i.e., ‘and Allah made a move’ refers to the plan designed by Allah Almighty to save his Prophet Isa (Jesus) from their ill designs. Let us begin with … translated as ‘and Allah is the best of those who make moves’. The word, makr in Arabic denotes a subtle and secret move or plan. If this is for a good purpose, it is good; and if this is for a bad purpose, it is bad. It is why the restriction of saiyy (… : evil) was placed with makr (…: move, plan) in: … (And evil plan besets none but its perpetrator - 35:43). [1]
Maulana Muhammad Shaffi goes further on the word (‘Makr’) in volume 4 and writes:
The word … (Makr) used in verse 21: … (say, ‘Allah is more swift in making plans’) means secret plan or move that could be good or bad. Whenever this word has become a part of the local language, care should be taken that it is not rendered as deception’. … It is obvious that Allah Ta’ala is free from it. The warning given in verse 23: … (your rebellion is, in fact, against your own-selves) tells us that the curse of injustice is certain and, much before matters are settled in the hereafter, one who is guilty of doing injustice must suffer from its evil consequences in this world as well. The Holy Prophet has said: ‘Allah Ta’ala hastens to repay mercy shown to relatives and favour done to people (whereby its blessings start becoming visible in this world, much before the Hereafter). And He hastens to repay injustices done and relationships severed (in that its consequences have to be faced within the life of this world). (reported by Tirmidhi and Ibn Majah with a hasan chain of narrators) In another Hadith narrated by Sayyidah A’ishah…, the Holy Prophet said, ‘there are three sins the curse whereof falls on the sinner himself: Injustice, breach of trust and deception.’ (Reported by Abu ash-Shaykh and Ibn Marduwayh in Tafsir) (See Mazhari). 2- Meaning of ‘makr’ according to Muslim lexicographers:
Raghib Isfahani, the well known classical Qur’anic lexicographer writes about the word ‘makr’ that it is used to denote a plan and strategy and has two connotation, the good and the evil. (Mufradaat Al-Qur'an 1/471)
3- Meaning of ‘makr’ according to Edward Lane’s lexicon:
These cunning missionaries refer to Lane’s lexicon but then hide part of what he wrote. While they quote him to have written that makr means ‘deceit, guile or circumvention’ they forget to mention that Edward Lane also writes; See Edward William Lane’s Arabic English Lexicon Part 7 p.256
4- ‘Makr’ itself does not have the connotation of evil in it:
It becomes evident from the above testimonies that the Arabic word ‘makr’ means a plan and strategy which may be good or evil. This is clarified beyond all doubt from its following Qur’anic usage;
“(In) behaving proudly in the land and in planning evil (makr as-sayy); and the evil plans (makr as-sayy) shall not beset any save the authors of it. Then should they wait for aught except the way of the former people?” (Qur’an 35:43)
Here Qur’an says ‘makr as-sayy’ which means ‘evil plan’. And it is the word ‘al-sayy’ which means ‘evil’. Now the point to note is that if the word ‘makr’ by itself has the connotation of evil in it then why use the word ‘evil’ with it separately? Those who know even the modicum of linguistics understand well that this example is a categorical proof that ‘makr’ intrinsically does not give the nuance of evil.
5- The word ‘makr’ and Holy Prophet’s (PBUH) prayer:
Continuing with the lies against Islam these people then quote a prayer of the Holy Prophet (PBUH) in which he prayed to Allah to plan for him and not against him using the word ‘makr’ for planning. They prayer is recorded both in Jami’ Tirmidhi and Tafsir Qurtubi. Wording in Jami’ Tirmidhi is;
“My Lord, help me but do not help against me. Give me victory but not give victory over me. Plan for me and do not plan against me.” (Jami’ Tirmidhi, Book of Supplications, Hadith 3562. Also see Tafsir Qurtubi 4/99)
Considering the above details about the meaning of ‘makr’ and the rest of the wording of the prayers the meaning becomes clear. The Holy Prophet (PBUH) as a humble servant of Allah prayed to Him to seek His help and thus taught his followers the right conduct.
The Prophet (PBUH) prayed to be helped and not helped against, to be granted victory and not granted victory over and to be planned for and not planned against. Just as help (a’anah) and being given victory (nusrah) are not evil by themselves neither is planning. It is the purpose and aim which makes something evil. And planning against wrong-doers is indeed good and that is what Allah does. And by this prayer all that Prophet (PBUH) intended was to beseech Allah to keep him guided to the straight path and thus to be saved from His planning against him.
The meaning is simply that one should always remember that he is dependant on Allah the disposition of all the affairs of life.
6- The word ‘kayd’ used for Allah:
“I give them respite. Surely My plan (kaydi) is firm.” (Qur'an 7:183 & 68:45)
“They are devising plans, and I Am devising plans (akidu kayda).” (Qur'an 86:15-16)
7- Meaning of ‘kayd’ according to Muslim lexicographers:
Raghib Isfahani in his monumental work Mufradaat Al-Qur'an writes against the word ‘kayd’ that it refers to using secret means and has both praiseworthy and condemnable connotation based on the ends aimed to be met. (Mufradaat Al-Qur'an 1/443)
