So if I do all this I can leave the filter outside for the winter?

Yes the filter typically stays in place over the winter after the water is drained and the unit is winterized.

So I pulled the cap off and sand started coming out worth the water. Is that normal

On Hayward sand filters (and presumably others) there is also a filter that fits inside the nozzle that the cap fits over.
I believe that's what keeps the sand from coming out with the water.
