That epilogue encounter isn't actually exclusive to the epilogue. I remember hearing that speech in the 2nd or 3rd encounter with Arthur. And he's one of the few characters who you'll just run into seemingly an infinite number of times like Gavin's friend.

I've got a small dog and 5 cats. Happens more often than ya think, I've basically learned to walk pretty much dragging my feet as not to step on them, maybe just bump them instead. Seems to work for the most part.

looking at his face up close now, he looks like the fellas in Butcher's Creek, and they are crazy too, maybe he's from there but got separated for some reason, or maybe his habit of staying in the water got him infected with the same chemicals as BC's when he was in Kamassa River at some point prior
He’s a self-aware npc “he” and “they” are the developers of this game the signal is you as a player as to why he was created when he talks about all these people not being quite right he’s talking about the npc being scripted and limited not like real people. He calls himself greedy because he wants to know the purpose of his existence unlike the NPC‘s or just normal NPC’s

Ikr it's like leading up to something, this mad preacher about God or devil(probably the strange man himself). Sickness in armadillo without herbert moon sick, just like herbert didn't turn into a zombie in undead nightmare because he probably had a deal with the strange man. And these aztec symbols in blackwater and cyphers the name of ayauhtéol the mysterious and keeper of the mask, that turned people into zombies and which this mask can be found in the fence in saint denis, especially since mexico is modeled and not fully textured atleast where players can't see or go it's surprising rockstar did model mexico.

I just got a machete from one of the Skinners' attacks and I wanted to test it out, so I found the Preacher in Strawberry, isolated, no one was watching. I basically killed him with the machete

I figured he couldn't help someone from drowning and blames himself so much that he hallucinates that person staring at him without speaking and expects their forgiveness or something
You can have all of those interactions (except the epilogue one) in the river near Beaver's Hollow, because basically the only way to get to the Beaver's Hollow camp you need to go through that river. After a while he gets super annoying
Edit: nevermind I had the epilogue encounter in the main story, that one seems to be the most occurring one for me

The mad preacher is actually the main character of his very own game. A game that some player in our world put down long ago. No more signals coming through and that the "player," the watcher, gave him the freedom of "the whole world." The player shut down the game at the river and now he cannot leave... But now, years have passed, and he speaks to his friend, the player, begging for forgiveness and saying that he's not there any more or that he won't leave him alone.

The mad preacher is like a less unhinged Seth isn’t he? Because Seth is our resident Golem and the mad preacher says some west shit. They also look similar. Plot twist, they’re cousins.
Has anyone else killed this Preacher and then see him reappear later? My husband killed this guy twice in one game as Arthur, and he was back in the river when my husband came back as John. Was it maybe a glitch? Because if so it's a creepy one.
Many strangers in the game with multiple encounters can respawn if you kill them. The mexican gunslinger that challenges you to a competition is one of them
In the main story he has the same voice actor as the one armed veteran in valentine
I first encountered him by camp in chapter 6. He says everything you showed from your 1st 3 encounters. Going to see what happens after the the end of main game.

A lot of the strangers will come back after you shoot them. I know the people who ask for games of shooting bottles off of fences do. (They even comment about it.)

When I first saw him, I thought he was stuck in the river so I pulled him out with my laso. He wouldn't stop screaming and then I got attacked by the Murphey gang.

I had every single one of these encounters right outside Strawberry. I kept fast traveling back and forth trying to get cougars to spawn for master hunter 6 and he was always there 🤷🏻♂️

I remember coming across him. I thought he was a lunatic that was going to kill the town folk of valentine. I then saw the cross and thought that the "blanket" was covering a recently dug grave. What did I do? I killed him.
I believe that the mad preacher us actually Rockstar's way of breaking the 4th wall.
1) The preacher refers to "He/Him" or "They" as "always watching" like God. The president/co-founder of Rockstar Games is Sam Houser who is a man but can be seen as the RDR universe's creator or God.
2) The preacher talks about how "He" gave him the "whole world" which refers to RDR2's large game file size (fricken huge) and the size of the playable area or "world" (also huge).
3) The preacher talks about how he noticed that the people aren't "quite right" which refers to how the NPCs can glitch out sometimes or just act weird.
4) The preacher also talks about how he wants to know his purpose and is begging "Him" for a signal to show the preacher what his purpose is.
5) The preacher talks about how Arthur or John might be the signal which refers to you the player coming across the preacher in the game and you ultimately being a signal to the preacher that the "whole world" (the game) revolves around Arthur or John as the game or "the whole world" was created for them.
But that's just my opinion.
His madness may also be a defense mechanism for if he realized the truth that he has no greater purpose than to entertain the player, like many of the other NPCs, he might just kill himself (but but again, he's immortal and responsible anyway)
He got a message from God (the devs) but couldnt understand the signal (code) so hes basically a glitch in the system that no one else can understand. I think its just a 4th wall breaking easter egg.
Your audio for the preacher in your Annesburg encounter was what he said to me in my first encounter in Valentine.

The part where he say's "these people and none of them quite right" he is talking about the NPC'S and how they only have one routine like the bartenders for example and the they and him he's talking about is the production team and of course Dan Houser or Sam Houser now but yeah that's what he's trying to tell the Player we are the Signal
Maybe the dialogue he speaks depends on your level of honour

What's interesting though, is that he is using a satchel...
Everything was in order besides the epilogue being my 3rd encounter in chapter 6
He refers to his existance as a character in a videogame. He seems to be noticing that the world around him isn't real and that drove him insane. He rambles about the people not behaving quite right cuz they are NPC's. That someone who is watching him likely refers to the programmers or us, the player. He never sleeps cuz he doesn't have to. He thinks you are "the signal", aka the player character he is supposed to react to and at the same time he wonders how he would know any of that. The voice he is hearing are probably his programming but he can't really make sense of any of that, so he went mad.
So my theory hinges on circumstantial evidence, specifically where you and I both had our first encounter with him. My theory is that he was the preacher in Valentine when the massacre took place, he speaks alot of forgiveness and when he's yelling at the sky he's looking more straight than up like he's seeing people standing in front of him, he also makes a distinction between god and "they" surely if he was talking about angels he would make that more clear.
The mad preacher is talking about rockstar and when he says the people aren't right, he mean because everyone has limited dialog. He's starting to realize everything. The player was the message as you play as Arthur/John

I beat him up in chapter 2 to see if his body floated down river thinking he died, then met him again in chapter six outside The camp. Kinda nice that in my playthrough Arthur got to sort of make amends.

I'm trying to figure it out for sure but maybe the locations he is at are possible UFO encounters. maybe that's who he is talking about that is watching? Possibly secret alternate ending for Arthur? Maybe he gets taken up when he dies LOL I just think there is more to this guy and the shack with the first UFO encounter maybe he is part of that and he didn't get taken away. Possibly he has something to do with some of the paintings Rock drawings? there is a lot of mind fucks in this game. Would be awesome to figure it out. Possibly something to do with panoramic mat as well maybe everything is linked?

I have seen him in other locations but these are the most frequent places but thats after ive seen these 4 after that though he shows up in multiple different places for me at least.
I was thinking that something traumatizing might've happened to him and he tried to turn to religion for advise, but, his prayers were obviously useless. Maybe he kept waiting and waiting and hoping for god to help him but nothing happened and he started questioning the existence of god, therefore questioning the reason for his existence, with his job revolving around god and all, and that's what drove him mad.
