Probably Saeed Answer made that 194 in 1997 when 200+ runs were considered most probably a winning total; most of the teams were used to win the games with 200+ scores and with 85 to 90 meters long boundaries.
Whereas Tendulkar made his best score in 2010 when T-20 Cricket was founded and with 65 to 70 meters long boundaries. And due to T-20 Cricket it was easy to score 200+ runs and chase it easily within 20 over.
So that is the major difference of time among them that is 13 years.
I think your general Knowledge is so weak. But Google is the best cure for it. just try it

Offcourse zaheer Abbas was,but he belongs to 80s era....javed,inzi,younis ,yohana were really good batsman and won many matches for Pakistan...but sorry they r not in the league of saeed anwer....what an elegant batsman he was ....his square cut,cover drive ,hook ....every shot ....looked like God is playing the game.. he was damn good on his day....after Bryan Lara he was the most stylish lefty playing those days.how cool he was. To me...this has been the best ODI knock ever...it wasnt played in the current power play type cricket..Moreover, Saeed was also combating health issues at that time which were revealed later...under hot and humid weather of Chennai and facing Anil Kumble...the greatest spinner India ever produced..194 score was gigantic.
