How old are you youngin? The 90s was not a lawless Wasteland. Mommy and daddy could still whoop your ass if you did wrong. Can't do it no more, because of the DCFS has laws! Laws against teaching your children right from wrong just let them run wild. 2020 and so on.

Interesting find. The 'Smart Talk with Raisin' segment at 19:10 was an early animation of 'Courage the Cowardly Dog' creator John R. Dilworth. Even in this short sketch you can see motifs, themes, and character designs that would carry over into that later work. It's a testament to the uniqueness of his style that such a thing is instantly recognizable.

Liquid Television was excellent, Aeon Flux being one of the biggest to spin off. I think Friends of Maxx also.
MTV also had other amazing shows, like The State.
If this is your thing, you might like The Minute Hour. Pure, terrifying, psychotic, comedic gold.

I know I've seen Smart Talk with Raisin before, not to mention the art style is so familiar. No surprise since the animator is John R. Dilworth, if the name doesn't ring any bells I'm sure you know Courage the Cowardly Dog.
It started out as just another one of his shorts "The Chicken from Outer Space" which was nominated for Academy Award in 1996. Cartoon Network then commissioned him to turn it into a series.
