Its a plugin called color code. If you have item edit, do /ie rename &7&lDiamond pickaxe. The &7 is the color and the &l is to control if the name is bold. If you want to know the colors, do /colorcodes and they give you every color code in minecraft
oh the plugin links, bro just google them and download then go to your server and click on file manager go to plugins above u got button that says "upload file" and then just upload your downloaded plugins ez as that

so, i don't know really what you'r talking about the "power" but i know how to make offhand abillities, first you need the itemedit plugin, when its installed / downloaded type /itemedit, or the /ie (quick tip: you don't need to write the whole word /itemedit, you can write /ie instead, /ie is the same as /itemedit) when you did it, you would see a big list of commands you can do with itemedit! but what you'r asking for it named "Attribute" i don't really know how to explain what "Attribute" is, here is a quick example for Attribute offhand, "/itemedit Attribute add (Attribute) (nummer) add_number/add_scalar/multiply_scalar_1 (where you wan't it work on)" thats it, i hope it helped :)

The command is: /rg flags __global__
to see the whole list, then use: /rg flag __global__ block-break deny
