The "bald girls are freak" thing seem very Western to me. Where I’m from in West Africa a lot of girls cut their hair especially schoolgirls because it’s considered more disciplined. There is a weird belief that girls will waste their time with frivolity if they let their hair grow, and that short/almost bald hair is more appropriate for school. Women who cut their hair are rarely "freaks" here, a lot of the time it’s the contrary even. Women who wear wigs and stuff on the other hand are more likely to be the promiscuous "slay queens" kind of women than women who cut their hair short. Here short hair is considered more reserved and disciplined on women
That is why culture is so fascinating. Here in Brazil, you can be bald or not. Wigs are the weird, but that is because they never look natural. I have curly hair and when I was living in the USA, some 20 years ago, everyone thought my hair was a wig.
People liked to touch and pull it as they didn't believe it was real. A certain time, a little girl with super straight blonde hair (and super shine too) asked her mother why she didn't have hair like mine and told her she wanted it.
