Hamilton weighs 73 kg. 13 stones are around 83 kg, and the fixed weight for an F1 Pilot is 80 kg, which means that if the pilot weighs less than that, you need to add ballast until your reach 80 kg.
So You can have an 83 kg pilot, but it would be a slight difference to the effective weight of Hamilton in the car, or of any other current pilot in F1.
What I'm not sure about, if said ballast can be changed during the season, then it would be mandatory for the pilot to keep his precise weight at the start of the season.
