The combo limit only starts applying after the enemy is lifted off the ground as far as I know

Afaik using raging strike for the first time extends the combo limit further, I could totally be wrong tho so dont quote me

What he did after 214H are 2M C.L C.M, so even after RS he can still do C.HX and SBA. But if you input a little bit earlier, becomes 2M C.LX, then you will have do SBA right after C.H. Guess C.XXX way too easy to combo, so they made it counts more in the combo limit. Some characters can do similar thing, but it’s like only about 150 more damage in a full combo actually. Probably not gonna changes the outcomes very much.
