This is such a sad song. It plays when you've lost at least 10 core regions and 30 fights in the last month, or just simply when things are not going well for nations like German or Japan who end up with huge amounts of non-core regions, and usually it's the last song you'll hear until the "Dies Irae" game over song.
EDIT: Yeah, this is appearantly the official title. How about that.

I've heard it a few times. It is brutal. Absolutely brutal. Imagine playing as Germany, but you're friendly. The Soviet Union forms, and your only ally is France and Sweden. You've done well, but, the Soviet union attacks Poland. The United Kingdom attacks your beaches, Sweden is taken out in the crossfire, and after years of fighting, France falls to the British. With no other choice, your country in pieces all around you, and nothing left, you fight the British and and lose almost everything pushing them out of Europe. Unlikely help comes from a superpower as countries declare independence from all around you, and you, along with the soviets, finally make peace. Your country has fallen. Your allies have been destroyed. Your people live in anarchy and your government has collapsed. You have lost almost everything that was once yours. There is no hope to rebuild. This, is the end of an empire.
